If its above grade then is the water supposed to fill up then drain? If its below then how can we put exhaust out

So, does the pipe just sit there and when raining water is pushed through it? No drainage system at top of wall?
There is a drainage channel at the back of the block that goes to the top of the wall. You can also make a swale at the top of the wall to divert water away from the highest points. Keep that water flowing away from the walls as much as possible. The drainage at the bottom gives an outlet for when major rain falls come.

Hello, A simple perforated drain pipe works very well. They can be found at most box stores or hardware stores etc.
It is typically a perforated 4" drain pipe which may be sock wrapped. Also known as weeping tile or Big - O pipe.
If the pipe is perforated to allow water to enter then the water will drain out the bottom side of the perforations?
It is intended for the water to drain out of the holes and when there is a very large rainfall it has the large exit through the main hole. Tough to explain but it works well to distribute the water.
I believe it’s perforated half of the pipe only. The other half without perforation carries the water to whatever direction it’s intended to.
That is not a proper drain system for a retaining wall.
