Weapons are meant to be felt not seen. What he means is that weapons are made and carried to be used, its not made and bought to simply be on display. An attacker with a weapon will likely use it on you and not display it. Hence to be felt and not seen

It's meant to be felt by the receiver. Not to be seen by him. If you show your weapon, the opponent will already know what to do.
Well ... kali is not meant only for self defense or for fair competition ... it was meant for killing...
