I've got this backpack. Although it's listed as 21L, the actual capacity is 32L, which means it's far too large to use as a personal item on a plane. The measurements converted to CM are 36 x 19 x 48. Unlike the GR1, the bottom is not padded, so greater care must be taken in packing cameras and other delicate equipment.
Yes and yes. The only thing to consider is that a 16” machine (mines a MBP), will cover about half of the internal mesh pocket inside the bag. So that reduces the dimensional space available.
