No conference is free, events with exhibitions and presentations are charged..so technically you pay to see a list of speakers and to network others plus the speakers and that could involve the loans guy...however the speakers normally do not get paid ( I know this well), maybe a free lunch and conference dinner... this is the norm...Perhaps Hawley needs to get out into the world more...
It's pretty awful when we watch government employees openly admit to highly questionable/ outright illegal behaviors - without any self awareness at all - because corruption is so commonplace in DC, they forget they aren't always talking to their likeminded friends.
It's worse when they are never held accountable for it so they continue to do said illegal acts in the open.

What realy is shocking is that Shah is genuinely surprised that his behaviour is put to question.
There's NO DOUBT in his mind that what he's done is perfectly acceptable and in compliance with ethical rules which makes it very difficult to paint some shame on his face when confronted.

I went to a fire trade show, paid for a ticket, one of the soeakkers happened to be from FEMA, explaining the firefighter grant program. Was he at a paid event, yes, was he doing his outreach job, yes, was he making anything beyond his normal wage? Nope. Is that an ethica violation? Shouldn't be.
There should be deeper questions on this, was his meals, travel and/or hotel paid for by the conference, did he get a stipend, appearance fee or honorarium or any other personal benefit for presenting? If no then i don't see an issue.

During an incumbents campaign funding event where the attendees pay to attend, shouldn’t those be held to the same ethical standards ? So winks and nods, quid pro quo’s, promises of favoritism, special considerations aren’t granted or expected by a sitting elected official just because it’s categorized as a political donation ? Nobody comes for just a selfie at 10K per plate.

His appearance at conferences as one of many speakers is normal. With every state government employees of the state are guest speakers amongst many others to provide information to others. For example, I have attended state and federal Planning and Zoning conferences where you pay to attend to cover the costs of the conference which has nothing to do to paying speakers. I have been a speaker at conferences 20+ times either individually or on a panel and have never been paid. The intent is to provide information, share exoertise and make it easier in conference attendees to do their jobs. If I am on a panel talking about grants and how to improve their chances of being selected nobody is getting special treatment. Instead they are acquiring information on how to do something whete they don't have expertise. This is what the Energy Deparment Official and his employees do as part of their jobs. They are leveling the playing field and not providing special interests. Senator Hawley obvioudly does not understand what government emoyees do as a normal part of their jobs.

When I worked for State gov. it was made perfectly clear that I could not accept provided and free lunches at programs put on by industry representatives trying to promote their products or services, that I/we could specify for State projects.

The government should NOT be in the loan business, in ANY WAY, SHAPE, MANNER, OR FORM, period. Not school loans, business, or any other loans, for any reason. This is one of the main reasons we are 33 trillion $ in debt. If you want a loan, go to a freaking bank. If your credit isn't good enough, tough s**t, fix it.
