This Shredder is from the Lost Episodes of season 5 called the Ninja Tribunal. I’ve only seen one or two episodes of this because it was not available on TV at first. I think it was released on DVD first, then some time later, they aired it. But yeah, I’d say maybe TMNT 2003 was my first entry way to anime, because there are a lot of anime like influence in this show.
Tengu Shredder was destroyed by the plot. That's why Utrom Shredder is an absolute threat. When he learned about the multiverses, he was shocked. He learned that he and the turtles were hostages of the plot. The turtles would always interfere with Shredder's plans. Every time the turtles win, Shredder comes back. Every time Shredder wins, they miraculously survive or win by the power of the plot. This discovery drove him crazy and he decided to destroy the multiverse because their confrontation has no end. They are stuck in a loop. Utrom Shredder was even ready to destroy himself so that this endless cycle would disappear. But the plot was stronger and he lost. But he will come back. Because there was one episode where the turtles got to a possible future. In this future there was a war of 3 Shredders. Tengu Shredder, Utrom Shredder, Cyber Shredder. This means that Utrom Shredder's theory about an infinite cycle was correct. Because all 3 Shredders came back from the dead. And Utrom Shredder is the only one who knows the truth, which means he has an infinite number of chances to destroy the multiverse and in one of them he will definitely succeed
The Tengu Shredder is certainly worthy of respect as a villain and of his seat at the Roundtable, but the Utrom Shredder is on a whole different level to him or anyone else on the Roundtable, including Majiin Buu. Ch’rell wiped out an entire *_universe_* and most of the *_multiverse_* before it was reversed, so the Utrom Shredder definitely deserves his spot at the top.
