Of course, but if the rest of the family member we’re not able to get tourist visa, then the person that got the admission can leave first after settling down in Mexico, he or she can invite the family member.

I'm not sure, some of their big school have this CONACYt scholarship, maybe you can try and see if you can get. But you also discuss with the school if you're required to pay school fees and know the steps to follow.

The security is good, just find a home in a place with security. Spanish is the official language in Mexico, but since you want to do a PhD, it will be easier for you because it's more of research.
However, the school might mandate you to do a Spanish course and submit the certificate to them.

Watching someone in Mexico is amazing. I studied in Mexico( 100% Bsc program in Spanish). I attended Tec de Monterrey Campus Cuernavaca. Tec de Monterrey has so many campuses round Mexico, its a verry good university and expensive. Very high quality Education. Prepare yourself to study really hard in Tec. No jokes. I also attended Tecmilenio for Masters, though this university is more flexible. I had a great time during my studies in Mexico and I visited so many states while I was in Mexico. Mexico will forever be my second home. I miss the food and people. Mexico city is so huge!!!! Nice beaches and so many activities to enjoy! I miss my Mexican friends!!!
