I’m an old fart, however many years ago I walked my dog along their, I always noticed all the Railway Lines and Points, as I was a Nosy Chap I looked at what history I could, apparently all along the East Beach their were Gun in in placements all fed by thees mini railway, after the War, all the guns were removed, however SOME Ordinance may have been left behind. Which is why it was all Buried, but over time some land has been washed away and the ordinance has become unstable. So, Please DO NOT TAMPER WITH ANYTHING YOU CANNOT IDENTIFY. Hope this was helpful.
I live near east beach. The roped off bits are where they've planted sea grass to prevent erosion. They rope it off to protect the new plants for a year or two.

You can see in the original photograph that the hole was A LOT BIGGER ..thus suggests either the sides have fallen in on its self or someone has attempted to back fill it before covering the huge hole with metal fences over layered in a bid to stop children etc coming to any harm.... facebook.com/share/p/YJ2cNuK3HNEcknxH/
This beach is 5 minutes from me, I go there all the time, The roped off areas have been like that since last summer, nothing to do with the hole I reckon it was an old unexploded device as we have a lot along this bit of the coast, dont forget MOD weapons testing place next door, could of been a stray.
I reckon old ordnance but that's just my opinion from living here forever. Looks like something blew that hole. Great to see you investigating it because it doesn't look like the authorities are "looking into it" 😁 Seriously I would have thought they'd cordon it off properly until they know what it is.

No shrapnel, no blast marks. I'm ex military and spent years in EOD ( explosive ordinance disposal) is not a blast hole.
Im from Southend and I would agree that this is a explosion hole the way it starts from bottom to the top it goes from narrow to super wide
