Fee you can check on Mumaris website because it changes after every few years and you are only eligible for exam after having one year of clinical experience after house job
No without a definite license you are not eligible you need to first finish your licensing exam, start practicing in your home country for initial 1-2 years then you can be eligible for any foreign medical exams

First clear licensing exam and then think about other things . Licensing passing ratio is extremely poor for foreign medical graduates.
