I paired it with Demo and my backpack 1st tier gives me 25% explosive damage overall.

Use targeted loot option on map. Don't just grind same mission over and over again especially if it's not fun for you. Targeted loot in groups on hard or challenging seems to be the way to go.
Open world loot targeting for riffle keep doing attached territory controls and others keep it at level 4 dont do CP it's in ur loot pool weapon will drop as pool gets exhausted got many this way. Helps when team up if someone has merciless on them.
I mean, I got mine by doing distict union on normal (I was tryna complete the technician challenge, so be aware of that) which shows that getting this weapon Is just pure rng.
I got a Merceless from Jeff Trade ctr final boss nine months ago. Broke it down so I could upgrade Chatterbox & Nemisis to 500. Haven't seen it again yet.
Got 2 from legendaries. District Union I think. Slept on weapon. Way better than the bighorn. Hit target, miss, hit targeted and stack 7 primers and boom, it's so good. It crits for over 500K as well. And fires so quickly.
After grinding for about 2 hours I got BTSU gloves and just got the merciless. I had said one more time today, and I was gonna head out...get that grind today camp white oak let's go!!!!

2xMani Yh I was alone. Used my PVE build for max damage and that and it just dropped there and then I couldn’t believe it myself tbh just got very lucky also this was on PS4 so Idk if it’s different allocations got Xbox if u have one or PC

@@danchorley6568 I did Jefferson trade center on challenging for 2 weeks and finally got it. Also in the meantime got btsu gloves several times. Then today I did Grand washington hotel on challenging and the merciless dropped again midway through the mission....smh! Also a tip, at the end of missions if ppl are hanging around stay and wait a minute they sometimes will drop exotics they don't want like duplicates. I dropped 4 pairs of btsu gloves today and some others gave me exo knee pads/and exo gloves.

I got so many of these at the banking headquarters. I remember one of my friends saying it never drops for them but for some reason for me no problem. My problem is I have been farming Sawyer knee pads but it hasn't dropped for me yet.

RNG isn’t my friend. I have 5 accounts n 20 characters. My main account still doesn’t even have the chatterbox. With over 200 boxes opened. Have hours played with main account n not one exotic. Now here is my conspiracy theory. My main account and my Twitter handle on the scene and I’ve been very vocal with the devs about glitches n certain things. so I kind of feel they blocked my account from getting exotics. The reason I say that is because we played with another YT person in raids n he got 4 eagle bearer out of 6 games.

Why dont they just increase the drop chance? People get tired from grinding most of the times when it just won't drop. They paid for the game, they are grinding, too many gears in the game, increase the chance!

Got it from the Pentagon mission and it dropped from a elite enemy. Honestly screw farming hyena bosses. Just do whatever has rifle allocation.

I obtained one after doing a control point on heroic (level 4) with hyenas in a cache in the saferoom although the rolls were extremely bad.
At JTC, my hardest difficulty to select is Hard. Is challenging or legendary apart of the expansion? If so, can the rifle drop on Hard difficulty?
As you level up world tiers and complete missions on hard it should unlock Challening, Heroic and Legendary for you.

Don't get baited into buying the credit pack to purchase the ruthless pack. Wait till u actually get the Merciless.

3 hours of heroic with the mission have semi auto drops and not one merciless
Apparently it drops from doing side missions, such as target training. Seriously. That’s how I got mine.
I believe they changed something with gear already. I ran invaded missions on 2/4 on heroic and most drops were not gear score 500.
I heard recently that heroic doesn't even matter. Targeted loot is best way to go. On hard or challenging.
