I’m thinking that The Doctor wasn’t part of The Pantheon, but The Timeless Child was before being discovered by The Time Lords. Maybe they were banished by the other members for some reason or another, and a twist at the end is that that will be revealed. And maybe Ms. Flood will also be a member of The Pantheon.
