Really interesting theme by Composer Matt Harwood i believe. It has some rather interesting medieval sounding flecks to it, reminds a bit of what Jeremy Soule did for The Elder Scrolls 4 Oblivion and The Elder Scrolls 5 Skyrim.

Funny you say that. When I first heard this I could almost have sworn I had heard it before in the original Neverwinter Nights.

What I meant was, it sounded so similar to Neverwinter Nights that it was as though I had heard it there. If you're interested, however, there is a video of the Neverwinter Nights tavern music that is well worth listening to. I'll keep an eye out for others as well.

I love this music, especially #4, thanks for posting it! According to an official spokesman this piece seems to be composed by Bill Champagne for Belfalas Housing area. Here's what a dev, DarkCeltics (aka Bill Champagne), said on the forums:
We've had a number of other composers besides Chance writing music for LOTRO over the years. Here's a summary of how it breaks down to hopefully clarify things a bit:
- The music from the earliest areas of the game up through Central Gondor was composed by Steve DiGregorio and Egan Budd.
- The music for South Ithilien, Osgiliath, Minas Tirith, Pelennor, and North Ithilien was composed by Matt Harwood. He also wrote the combat music for the Battle of the Black Gate, as well as a landscape track and two combat tracks for The Wastes.
- The majority of music for The Wastes landscape, instances, and combat was composed by Bill Champagne. He also wrote the new tracks for the Cape of Belfalas housing area.

Hi ! The music was simply recorded in game in a premium house, with all sounds from the game cut except the music. The video itself was recorded separately.
