Try downloading the Flutter SDK before you run that command. It was missed out in the video but worked for me one it was installed. If you'd prefer not to use the terminal, just open your desired folder, and then use the command Ctrl+Shift+P to open the command pallete. From there you can search something like "project" or "flutter" and select "Flutter: New Project", to execute the same as what the terminal command did
Just looked at the playlist made by the creator. This is actually the second video of a series, of which the first video explains how to install Flutter, before moving to extensions on Visual Studio
