I don't think flutter is super demanding but having 8 or 16 gb of ram for the Android simulator would be ideal. At the time of recording I had an i7 6 core, 16gb ram but you should be fine with less.
Give it a try and you will see. I think you should be fine. The most demanding thing is the android emulator so worst case you can run your programs in the web browser to save performance. But I think your laptop will handle it fine even with the android emulator.

The solution for me was opening Android Studio and going to Sdk Manager, switch to SDK Tools tab and check Android SDK Command-line Tools(latest)
