Hello Swarna, Instead of providing the steel for M2 in tension zone which will result in over reinforced section we provide the steel in compression zone and hence we use (fsc-fcc) for M2.
What if tensile has not yield, what might we do ????? At the same time, what if As and As' are euqal each other, what can we do? Especially, if there are both of them what i said in same question, what can we do? Please help me, because our teacher ask us like what i mentioned in the exam. Hi Preethi, No there is no formula to calculate directly. It's actually derived using a graph with the relation between percentage of steel and yield stresses in steel. And then for that particular yield stress, pt% , Ru and d'/d ratio various fsc values are calculated. Whenever you are designing you can always use these interactive graphs hence no need to determine fsc. Just use tables. Suppose beam has to resist total moment M which is greater then Mlim. Then total moment M = Mulim + M2 that's the extra moment M2. Cu Is the compressive force .
To be clear, the compressive strength of steel is (25000psi) is far far greater than the compressive strength of concrete. It's just that the steel can't take the load without being held properly by concrete matrix around it. Compression steel is also provided to force the beam to ductile failure and save the beam during load reversals. Hope your doubt is cleared.

FSC can be calculated from the table I have uploaded in description. You need to know the ratio of d'/d and grade of steel.
