We have exactly the same idiom in french pack like sardine. it's one of my favorite idioms. Where I live during the summer at the beach. people are packed like sardine. that's why I do not like going to the beach during the day. I much prefer going to the beach during the evening when everybody leave the beach. We have another idiom in french if I translate word to word we say it's the sardine which block the port. which means we exaggerate. Not everyone knows this idiom though, but sardine was the name of a boat which was named sardine.
