During the check-ride, you are not allowed to go to the legend. When reading a Metar or Taf. Also, you are expected to know all of the symbols for the observations. Better know all of the symbols. Fog, Rain, Thunderstorm, dust, haze, better know how to read the metars on the observation page without clicking on the metal reading the metal like you just read.
Yes but It depends upon where you are and if on daylight savings time or not. A good place to check is the chart supplement (A/FD?). It will give you the conversion to Zulu time from military time for a particular airport.

Knowing the taf code and metar code is easy. Knowing all of the color and chart symbols is hard. This is expected for my check-ride.
For the legend, during my checkride, where can I find the complete legend like you posted? Am I allowed to bring a paper copy with me?

Do you nave a good resource for learning zulu time? I can't seem to understand when it has 0's in front.
Very very good. But one question do we not subtract 5/6 hours from Zulu to get local time? Very good and easy to follow.
