To me it looks like you just left them out of whiterun that's what it looks like I have Xbox 360 The elder scrolls five legendary edition with three add-on s and no mods
I believe they just have used high texture graphics pack, which was already published before and polishes a little more, added 60 fps support, repacked and published again. :)
