This is a double reed, not a flute. If he knew how to play it, it might make for a better video. Right now he just has a fancy noise maker. The principle of science should be the longer the air column, the lower the pitch (unless you over-blow to get harmonics).

This vibrating column is created in different ways, sometimes splitting the air so that a part goes out and another part goes in, some have a reed, but this one is the simplest one to make, but sounds quite horrible. In this one the vibration is caused due to the elasticity of the balloon as the air wants to push the balloon away when one blows in the pipe while the elasticity brings it back, causing a start-stopstart-stop of the air which causes the vibration in the elastic membrane. The length of the wavelength gets altered in this as well as other flutes by blocking or opening the holes with the fingers hence altering the sound that you hear.
