@@fendypradanasaputra8068 International law does not statue any international law enforcement entity in order to respect the principle of state's consent. States have certain obligations and some of them are considered 'obligations erga omnes'. IHL are one of them to a certain degree. These obligations are considered so important to the international community that everyone shall respect them above all else. Every state can dyplomatically or politically intervene, or even file an application to ICJ, but nothing else.
