I can understand cufdfing in a way because they could have restarted his heart. What I found worse though was that Hutch put Perma clearly so the cop knew he would not be coming back and the cop just walked off and left him in cuffs. As soon as he put perma the cop should have uncuffed him since he knew then there would be no escape attempt. Just a cop geting one last W for his personal ego boost
