At the end of HL:A we see that Gman is chained up, the Combine know how to retain him and know how to stop him from using his powers. If we learn how the Combine contained him, we might be able to reverse it and use it to kill him. But in all honesty, I just want my boy Adrian free.

The year 1998 comes from the portal writer, Erik Wolpaw, but Marc Laidlaw, writer for the half life series, dismissed it as false. Gordon's stasis is said to have taken about 20 years so Half life 2 would have taken place in the year 202-. (where'd you get 2023 from? Sure, it's in the range but I haven't been able to find any sources for a specific year) But all of this is pointless, since Adrian has been in stasis for about as long as Gordon, so the answer is automatically about 20 years, same as Gordon. (Gordon's stasis is stated as "nearly two decades" on Half life 2's official website in 'Episode One: The story so far')

Adrian did help out by pretty much annihilating race X, but he was likely seen as a threat for a few reasons: -He wasn’t like one of the scientists that was just there at the wrong time; he actually arrived in order to stop the invasion. -He was a lot less likely to cooperate, or it was believed he wouldn’t. Maybe due to his occupation, maybe because of his actions, or maybe he just wouldn’t have wanted to trust the person that deliberately trapped him in the facility to begin with. -He would’ve (whether during the game or in the future) messed with their plans. This is stated in-game. Maybe he would have directly interfered, or maybe he was just knew too much. I’m thinking that after Adrian arrived, he started causing trouble, but he also had the skills to be useful if he was nudged in the right direction, which is what he did. Once he did that, he would have had no more use and likely just caused problems. As for WHY his taking out that creature was useful, I’ve yet to come to a conclusion. I’ll have to get back to you on that after I I finish my binge of the half-life series.
There was actually a planned HL3 Episode 4 called „Half Life 2: Return to Ravenholm“ where you would play Shephard. But since Episode 3 didn't even come out at any time, of course Valve didn't allow Arkane Studios (the team behind HL2: E4) to keep working on the project. You can actually look up some RUclips videos about it, it's a really interesting topic.
fun fact: according to the canceled Opposing Force 2 game valve was going to make, this is actually what stasis looks like. basically where ever Gman left the people he hired. in Gordon's case, its the Black Mesa tram car. in Shepherd's case its the Osprey.
