To take a picture, people were not allowed to move and always make the same face. Exposure times took longer and taking a photo was a special, serious and expensive thing. If they had moved or made a different face, the image would have come out blurry. And yes, it wasn't usual to smile or laugh, people behaved seriously and with dignity.
