My guess is that this clip was taken at 2 AFS in Portage La Prairie sometime between 1954 and 1956. The letter code "PP" was assigned to 2 AFS. According to the CWH CASPIR site, T-33 21285 came on strength with the RCAF Air Training Command in 1954, but went into storage in 1956.
According to the technical record published on the CASPIR site, the aircraft was taken out of storage in 1958, refurbished and then moved on to 4 Wing at Baden-Soellingen in Germany, and then transferred to the Turkish Air Force where it crashed.
Back in another life, I was an acquaintance of a former CO of 10 FTTU in Cold Lake who had been the amongst the first of the IE (instrument electrical) technicians to be assigned to the T-33. He said that the learning curve for the aircraft systems was, for the time, vertical!
Thanks for publishing and for the challenge of giving this clip a probable location and era.
