Why you can't buy land in Himachal?

In this Video , we have tried to explain why we can't purchase land in Himachal ?
As an Indian Citizen we are able to buy land in foreign countries but what might be the possible reason for which we can't purchase land in Himachal ?
Despite of following the concept of Single citizenship still why we can't buy land in Himachal ?
How government is using the pseudo protectionist measure for farmer to actually hide its failures and ignorance ? Despite of following this protectionist measure of section 118 for years still Himachali farmer is poor as always.
