Problem with this is that many kids will end up punished for trying to defend themselves.

Seems to me, as a teacher, that you need to address the root causes of this! Naive just to expel kids. Where will they go? Who has their best interests in mind??

Grownups at school and at home and cops must choose whether to be wise disciplinarians or frigging sociologists.

So, you're planning to deny children an education because their _parents_ don't know how to parent? What consequences will be on the parents? Will they be punished? This starts at home.

It may, but there are many entitled parents, that refuse to even deal with kids.
I know a lady like that- gave grandsons excuses instead of punishment.
Thank goodness momma stepped in and told her if she wanted to see her great grandsons- she'd better stop letting them get away with bad behavior. They were 6&4 at time.
She allowed older one to bully his brother with excuse ( he's just a little boy). Well so was the little one being bullied ya Witch. Not to mention she allowed him to mouth off at her ,demand what he wanted to eat. She gave in.
Well after not being allowed to see boys for 9 months G.G. decided to have her husband punish the older one- because she couldn't bring herself to do it.
Many swats to butt and a time outs later. The older one no longer bullies littler one. At this point the G G. realized that little guy is really a well behaved kid, helpful and loving. Because of not being allowed bad behavior at all.
Now big brother eats what's cooked, don't mouth off, and does what's asked of him. Listening in school better even.
Bad behavior is allowed by many parents and grandparents. Parents should also face punishment if they aren't actively trying to control bad behavior.

"Disruption" covers everything from disagreeing with a teacher to having a "bad attitude". The new rules are entirely too arbitrary and vague.
