Toronto flood chaos - could it have been prevented?

A severe rainstorm paralyzed much of Toronto’s downtown core on Tuesday with major roads and transit hubs flooded. The National’s Adrienne Arsenault asked Mayor Olivia Chow about the city’s storm response and efforts to prevent future flooding.
