About what you said "Just wish they would have said no..." ... well Top of the Pops during its heyday had 15 million viewers each week... so being on Top of the Pops was very very effective way to promote a record and the label probably asked them to please do it... (perhaps it was even an contractual obligation) ... so that's why R.e.m. decided to make an rare exception and agreed to perform to a pre-recorded track... also, R.e.m. had a very good relationship with BBC over the years and that also contributed I believe to make the guys make an exception, to agree to do something which is generally against their beliefs
