A parent said once "I don't understand why the teachers dont know how to handle my kid". I had to respectfully say, "It is their job to teach your kid. It is the parent's job to provide the appropriate and effective discipline of their own child."
I'm reading through the comments as I sit in my 7th grade classroom, thinking to myself, "What have I done to my life!" I should have been an engineer 😢. The current model for urban education is not sustainable. We are in a battle that will never be won by us (educators). I wouldn't wish this for anyone.
Parents are extremely lazy in parenting now! Allowing cell phones to be used during class structure. Order, Discipline Structure aren'h being taught in the honor!
The American Education System has been in trouble since the 70's at least. Money is the driving force behind the degradation of education. Charter schools get federal or state funds based on student head count so students have free reign to do whatever they want. They will not be expelled or sent home. You are right, it is diffucult to have a school culture when teachers and administrators are continually changing from year to year. Chaos is the only word that can describe American schools. School is for protecting adults from unruly chidren during the work day and enables parents to work during the day.
I've recently retired from teaching after 25 years in the uk. What was discussed is relative to here, teachers are not staying in the profession. There's a shortage of teachers but why is this?
If parents spent more quality time with their children, I think the behaviors would change. Accepting negative behavior has its limits. I doubt parents would tolerate hours of foolishness and disrespect from their own children. That being said, it may influence their behavior at school as well.

Children have been abandoned and have no parenting because of the huge growth in one parent households.
