As for the armour its not that bad for especially when an Elite can survive a direct grenade hit in hard mode, all that is combined mostly to their life support systems. but it is kinda true that the Overwatch on Earth relies so heavily on propaganda and are ragtag compared to their whole Empire that can make Dyson Spheres and control Galaxies. But PLEASE don't compare the Combine to the LGBTQ because they're just a game antagonists.
Even though this is technically non-canon, I say it seems like a legit way of doing it! I mean in certain mods certain things work in different ways. Like in Lost Coast, the Canister launcher was different than the one in the Mission Improbable mod!
I did have one problem, a stalker ended up screwing up the second stage of transfiguration and caused some problems with my neural inhibitors, but the cmb was being nice and let me serve regardless.

You need to train your soldiers, They must attend a boot camp They need to learn military drilling, Hand to Hand Combat Navigate Obstacle course Weapons handling Combat Tactics Field crafting Discipline and obedience Ect
Well they are pretty cool and superior to normal humans. They don't even need to eat since their whole gut was taken out. They only need some nutrient bags every so often, those you see citizens take out from that machine in the beginining of Half Life 2 in the trainstation. Also more than half of their brain is gone and replaced with cybernetics plus their memory is wiped. There is upsides and downsides.
