If it takes a second to turn on but doesn't go, it may be the starter. If the bulb is new but doesn't turn on, it's the ballast.

ive been doing ballast bipass, under cabinet, one is plug n play,one wont work w magnetic ballast,some are single end rewire,some double end rewire,5000kelvin,some are selectable color,of course the previius hack didnt use strain relief clamps in the romex, i searched e bay,amazon ,lowes ,h depot,...its done and i learned more than i wanted,led so much nicer ,old ballast in trash
