Some theories believe this is either Brock or Hank from the future, based on the fact the bear wields a bloodstained knife and breathe heavily in every appearance.

Arthur Gomes it’s because Shore Leave gets to prove himself as a badass, the moment I decided I really loved him was when he outsniped Sgt. Hatred when they were trying to clip 21’s wings, mostly because Shore Leave was sniping with duel wield pistols
He is always obsessed with status and trying to show he is better than the others, probably to compensate his family's rejection due his congenital condition, that's something his final confrontation with Hunter shows, a literal dick-measuring contest; The Sovereign was someone he could never beat, his revisionist version of that incident must be his way to cope with that, even now.
I really do want more with Snoopy. As far as OSI people are concerned he's barely shown up compared to the others. I'd love to see what makes him sit alongside the other three in OSI leadership/quality.
I'll take Shore Leave's sassy yet stunning intros over the Guild's bullshit accolade declaratives anyday. Hell he made owning a Camry seem kinda cool. That there is talent.

I have no faith in the OSI *obeying* the terms of a treaty anyway. They are a clandestine government agency full of assassins who basically believe they're on a mission from God, that they're the Good Guys, and because of this there is nothing they can't do in service to that. The Guild is a bureaucracy that really is a stickler for rules. It doesn't matter if it's a *perfect* treaty designed by the Greek God of Laws themselves, unless it's magically binding the OSI are going to completely ignore it anytime they can do so secretly.

The Monarch approached her and managed to woo and impress the lady villainess that she decided to work as the Monarchs' 2nd-In-Command "Dr. Girlfriend" before eventually marrying him.
