The trains run PTC, if they speed they get enforced. They simply can't speed.
Fact, I work for Norfolk Southern we do have speed limits we have to follow just like cars on the road.

Great video JT! I’m wondering if you have any tips for trainspotting in the US. We’re wanting to take a trip over soon but we’re unsure how to go about finding trains. Over here its easy as all of the trains are logged on RTT with their exact location and pass time for every station but I don’t think you have the same. Thanks!
