Hi. That’s a very good question. Yes. The difference is that it is not a sticky mess. It washes off of your hands with water and it mixes easily with paper. Liquid starch is less likely to attract insects. Whereas, flour is most likely. Plus, there is no mixing because it is used as-is. No water is added. It is not glue but instead, it’s a fabric stiffener. It works great with absorbent textiles. It is not water proof but can be painted.and varnished or lacquered. When mixing liquid starch with paper pulp, it will be rough because it does not break down the fibers.
