I've never had someone stop me for my "personal bag" v. carry on BUT that's mostly b/c I gate check one bag! I believe this should work as a personal bag to get on the plane, but I dont think it will fit (with the shoe compartment attached) under your seat. So you'd technically be violating the airlines carry on policy if you store it above your head!
Yes, this bag is just BARELY considered a personal item. I saw another video that I probably should have saved since it's the only one I found that answered this question.. but if the airline for whatever reason doesn't want to count this bag then just take off the shoe compartment and store it above your carry on case (u know, where u put ur sweater. Not next to but on the carry on?)
I LOVE the fanny pack idea. I need something like that. I'm debating getting this bag for my personal bag but budget airline require a smaller size than major airlines. So I'm still a little hesitant. -SE

I don’t like to stow my carry on under the seat- I’d guess each airline has a different amount of room though. It should fit if you don’t use the shoe compartment but it’ll be tight otherwise!
