You reminded me that when I was little I read that you could get the bubbles to go down with your skin oils. But instead of just the oils on your fingers it said to rub your forehead! I remember rubbing a finger on my forehead and then touching my soda foam whenever I poured it into a cup.
I always was told that with the "finger trick"' it was the sodium from your sweat that dispersed the bubbles. Maybe revisit this again some day, and try adding some salt to the bottom if a cup and also a pinch of salt into the foam.
The sweat from your finger tips is a combination of several chemicals. Some by themselves increases the bubbles and some decrease the longevity of the bubbles. To have a root beer float that has no bubbles without removing all carbonation you have to first find out which chemicals do what and layer the inputs of the chemicals to eradicate excess carbonation.
