Dumb question: why focus on making your town in the west versus the ne? It seemed like you already had a lot there going into the last two rounds, and in the last round mermaids took the water giving you another cheap tp around that location. Bridge was available too.
I believe it's because of the discount for Trade Houses next to neighbors. He could've dug easier up north, but he had no neighbors up there, so the Trade Houses would've been twice the coin cost, making it unfeasible.
