@@wackyteen if not booting then try to remove unplug some part and if which part is causing it, such try hard disk or try RAM.
You are very lucky that your tests took minutes. All of mine were at least 4 hours each. This boot system is a pain in the ass.
Is your xps same as mine? maybe your one is not XPS 9570 model
