Sometimes scammers impudently demand money from the car owners for parking, or else set up unauthorized parking zones for their customers, while denying other citizens of their legal right to park their cars in a free, dedicated spot.

This people are not following the law, if they were paid, told or whatever, doesn't make them any less responsible for their acts. They must answer before the law, as anyone who doesn't respect the law. In this case, it's not exactly the law, but the point is still the same.

I experienced this same thing in Baku, Azerbaijan.a bunch of old men that decided to charge people for parking on public streets.. as an Australian I was pissed off but also told to 'go f^&k myself because I was a foreigner. I'm sorry that you have this issue in Moscow. Parking in the big city is always tough but illegal garages are a hoot. I don't think anyone would try that in the USA for fear of getting shot.
They do it in every big city in front of restaurants, bars and night clubs with a sign Valet Parking or simply with cones and nobody is getting shot. How do you explain that?

When I was a kid, I saw these kind of illegally-privatized parking a lot. The worst thing was that they won't argue with you. They would let you in, but your car would leave a few grams lighter.
I never realised that someone could run an illegal parking lot, LOL! :D But then again, I heard once about a guy here in Finland. He stole a parking meter and installed it on a parking spot and kept emptying it himself and earned thousands, but got caught ofcourse.

I find it ironic that when these people were blocking the parking spots they expected them to just move out of the way because its free parking, even know he didn't actually need to park there, yet when people drive down isolated sidewalks people are made to back up. I don't fully agree with these group's task but I can see why it is necessary. Just seems like they take it a bit to seriously at some points.

In the west, and it seems by these videos that the general inclination is towards mimicking the west, private property owner would have a right to retain a part of the parking lot behind his business for his customers. If the city of Moscow would allow this and I am not sure if it does the business owner should get the permit. I'm not sure why they are making a reference to the federal constitution I am hoping that federal law is not in charge of parking issues in Russia.
