The downside is that, well just that. There is always a ( usually narrative) Downside, that will happen Regardless of the if the roll succeeds or fails.
The game isnt discouraging "sitting around in a tavern" and so forth. Remember that "Freeplay" is a thing in the game. And it is encouraged
