Realistically Jevil would’ve won.
As far as we see, he literally can’t die, he didn’t even really get tired in the battle against him in Deltarune, and he doesn’t flee if you fight him, he just gets bored.

In a way, having Bill in these fights is kind of pointless unless you enjoy genocide worse than Chara's wrath. Everyone knows that Bill would win against pretty much whoever he fights. Still though, this is only my opinion and I still love your videos!

Although based on PRESENT knowledge my money is on Bill Cipher as well, I think Jevil isn't being given enough credit for one key reason: He has been demonstrated to be a transdimensional entity.
The world of Deltarune is a 2D world. However, Jevil has been shown to be able to manifest in 2D and still interact with the third dimension as per his cylinder attacks. During the second half of the fight, it is also arguable that Jevil himself is moving within the third dimension, fading in and out of the 2D plane. Lastly, the 3D background during the fight highly suggests as well his control over the third dimension.
Entities of higher dimensions are naturally much more powerful than those of lower dimensions, but by demonstrating his power to cross dimensions and interact through higher dimensions, Jevil shows himself to be even more powerful, being a transdimensional entity. We as 3D humans don't have the ability to manifest in 2D, but clearly Jevil is very powerful if he is able to interact with and transform between higher dimensions.
The only real question is if his transdimensional powers carry over to the 4th dimension from which Bill Cipher is native. If so, it is highly plausible that Jevil could rival Bill's power on an equal footing. Going back to the Asriel vs. Bill Cipher fight, that was declared Asriel's favor more on a technicality than raw power, but due to his status as a transdimensional entity, Jevil has the potential to best Bill Cipher on his own terms and power.
Based on present knowledge, I would still have to give the nod to Bill. But, Jevil is a much stronger competitor than he is given credit and definitely has the potential to be stronger than Bill, even if it is a stretch and requires some as of yet unconfirmed assumptions.
