Yesy it has some lume. It is green, it seems like the dots next to the indizes are brighter than on the hands

Finish is what you can expect for that price range, the strap is superb and very smooth. It will fit to most wrists as the case size and lug-to-lug dimensions are on point proportion wise (most vintage Heuer watches have much longer lug-to-lug sizes).
