Civil engineers have scopes but for that u need license and it takes at least 1 year. Very few new constructions I have seen in Saskatoon. U can check jobs on Saskjobs.ca or indeed.ca because these two are the major sources for jobs.

For PR, many students move to saskatchewan after study in Toronto. So u should decide your further growth after the study and then finalize campus. Saskatoon is better than Moose Joe for student jobs.
