I don't think Cooper's family is in vault 31. 31 are Bud's buds, junior executive. Barb is much higher up. The ghoul that recognizes Lucy at the observatory is the one that she let go from Super Duper Mart, the one that said "thank you" as he ran away.

A few things to keep in mind that people have drawn conclusions to that aren't for sure. Vault-Tec dropped the bombs - We don't know if that's the case, in fact with how high up in Vault-Tec Barb was it's safe to assume she would have gotten word when it was going to happen so for her to allow her daughter to be at a birthday party when they dropped the bombs seems unlikely. Vault-Tec definitely made plans in regards to dropping bombs themselves, but that doesn't mean they actually did it in 2077 on the day the world ended, just that they had plans about it. Max's home of Shady Sands was nuked - This is almost impossible, considering he survived the destruction and climbed out of a refrigerator. If it had been a nuclear bomb that fridge wouldn't have saved him any better than it saved all the other skeletons yo u find in fridges (or ghouls). More likely they used conventional bombs in that case. Dane is a girl, or a guy - It's never mentioned in the series for a reason. Dane is referred to simply as they/them. There is a plothole because the Ghoul knew how to instantly kill someone in power armor so why didn't he kill Max in their first encounter? - (he was playing with him literally laughing through half the fight)
