I am a new BA. Working on one project. Finished BRD/stories and handed it over to developers. Is it normal to have down time as in nothing to really do?

I think there is always SOMETHING to do but sometimes things are not a priority so it may feel like there is nothing to do. If the deadline isn't soon, it will feel like that.
