Yes! This is because Hwangbro’s WR deposits his bird before Lorelei and so he skipped Pidgey showing up in the hall of fame sequence. This makes winning against Lorelei essentially a 50/50 to win (rest/aurora beam) while pokeguy swapped to his bird to trick Dewgong into using Rest turn 2 on Nido

RNG Manipulation. When you reset the game, if you do the exact same set of inputs, you will always get the exact same results. That reset and string of inputs prevents all encounters in Mt Moon up until he hits the Paras, which he wants to catch as a HM/TM user.
