I also have unsteady hands when it comes to fine lining. It’s so frustrating. watching you paint fine line/draw with paint in real time I see you have to keep reloading your brush too. I’m glad I found you! I’ve been watching too many others that make it look so easy and it made me turn to acrylic pens, which BTW are just as difficult with unsteady hands. 😫
I LOVE to use paint pens as you will see looking around my page. But, yes I try to make sure you see real time how to paint :)

What is the base coat used in the rock?-looks very shiny & glittery.
It is a Santorini Stone. So they are just white with a bit of shimmer when you get them :) They are a bit pricier, but I like to use them on special projects. You can look at them here if you like - rockpainting101.com/rocks-for-crafts/

Do you spray with some kind of fixative?

Is this a gloss or matte paint
You can seal with a glossy clear coat to get the shiny look.
if you put this outside it will wash out even if you seal it that's why I replaced all my acrylics with outdoor paint you can take them to home depot and they will mix outdoor paint to match can come in small sample jars last forever and is less expensive I still seal them with dura clear and always seal the bottom first before you start your designs
If you seal all sides it should stay pretty protected. I have stones that have been sealed in my yard for a couple of years now.
