Personally I'd advise to never dust anything - unless you really need the dust. Better to keep it, maybe the card will get changed in the future. Then you can dust it for full dust reward. Nothing more inefficient than disetchanting an epic for 100 dust, just to get it changed later and you could have gotten 400 dust for it. However, if you need the dust to craft a new card you want, you obviously can't wait for a change (that probably will not happen anyway - most cards never get changed after all...)
Some of the good standard cards that you are recommending to dust because they don't see play in wild, could potentially see play in certain twist formats or tavern brawls. Also, some cards that currently don't see play in wild may see play in the future when new sets are released and they create new synergies.
its really not worth keeping for the "maybe" chance when you could get awesome new decks now. Especially considering there will be so many new decks with rotation + new set.
not at high legend..since Kobold Lackey nerf secret mage has lost some of its power...also getting it from e.t.c is WAY too slow...E.T.C has better option like Kobold Stickyfinger, Geist, and 1 card revolving around deck goal(example:Dew process(if Reno Mill druid)))

Yeah, like he said Svalna doesn't see competitive play when it sees play in top 20 legend lol. Turns out infinite value is okay when you have mass mana cheat with triple radiants on board every turn
I would say Necrolord Draka is probably good in an OTK deck that draws and plays the whole deck in one turn especially the Edwin Decks. Also Queen Azshara, especially the ring can be preatty usefull for grinding future Achievements for the Battlepass
