I think this song is probably about what goes on in Hollywood. The title is a reference to Hollywood & Vine, which is the intersection between Hollywood Boulevard and Vine Street. In the song he talks about the drugs and the sex with young women who are still virgins, and right after he says that you are "better off in Iowa", because "you'll find your ignorance is blissful every goddamn time".
First time watching these folks I assume it’s dad and daughter. I got a good chuckle when dad makes an awkward face at the virgin line and kinda glances over 😂

Drugs (esp. cocaine) are a major part of daily life in the film industry, but also a reference to the surrounding neighbourhood (rather run-down & crime-ridden in the 70s-80s). Cahuenga Street (which he refers to) is just nearby, parallel to Vine, with loads of bars & nightclubs. Girl in the see-through top sucking on the soda pop is an allusion to the famous billboards of Angelyne (a busty platinum blonde). There was a very large mural of Angelyne on Hollywood & Vine. The naive ingenues are just the gazillions of star-seeking aspiring actresses clustering around the offices, who fail to "make it", many of whom end up falling into drugs and prostitution in the area.
