I don't understand - isnt the Israeli strategy clear? A fighting force like Hamas has certain infrastucture that makes them dangerous - weapons/ammunition stores, hiding spots, tunnel covers etc. Even if the fighters themselves manage to run away - destroying the infrastructure, severely limits their ability to be as dangerous. Furthermore - when civilians move, there is a separate track for military age males who are checked for weapons. Then they also have photographs of all major Hamas leaders and sub division commanders. Putting all of these things together - IDF action ensures that Gaza cannot be re-used as a launchpad for terror activities

In 1945 there were plenty of German civilians but no one cried about "humanitarian concerns". In Berlin, alone, over 100,000 civilians were killed.
