In terms of stats Mega Rayquaza and Mega Mewtwo have the same stats. Their difference is that Rayquaza doesn't need a megastone to mega-evolve so it can hold any other item it wants making it the number one.

Gen 1 mewtwo was broken for many reasons, first of all it's a psychic type having no proper weaknesses, also the special stats were combined into one and mewtwo can take as much as he hits. He's also really fast and crit ratios were determined by speed. He also had a really good movepool. But this is gen 1 though. Hes still an uber today

The thing that nobody notices is that Arceus is immune to Literally ALL Pokemon moves. His shards make him immune to every move, but if he doesn't have his shards, he would be clapped easily by mega rayquaza. We have already seen him being immune to Dialga, Palkia and Giratina's attacks in his movie. But nobody notices this, his shards are overpowered, which makes him immune to every move, and is able to attack his own moves with 100% more compatibility. For example, If A Pokemon attacks Arceus with a dragon move, then Arceus will not be affected by it, because he already has shards of all types. But if he didn't had his dragon shard, he would've affected by the move

There is a difference between stats and stat-totals. In terms of stats, Mewtwo-Y is far worse than a regular Life Orb Mewtwo. Stat totals are abstract. The stat distribution is far more important.

However, the anime takes a big dump all over that giving Arceus the ability to hold all plates at once, which gives him STAB on every move, and resistance against most moves. So in the anime, given that Arceus has all plates (Now including the pixie plate from gen 6), Arceus is a fine contender for number 1, even if he doesn't have the highest stats or best moves. (Also in the anime, arceus is an actual god and not just some strong legendary pokemon) Don't get me wrong, i'm not saying he's the strongest, just that he can contend for the number 1 spot if anime logic is in play.

I am very confused on how you guys rated these pokemon, if it was stats I still think mega rayray beats both of mewtwo's megas because delta stream beats mewtwo Y's ice beam and mega rayray sets up with a dragon dance and KOs it with a dragons ascent and X just gets nuked without the dragon dance, if it was dex entries/lore arceus or any of the creation trio beats any pokemon when it comes to that, if it was what you think are the most powerful pokemon you know nothing when it comes to that. Gen 1 mewtwo was broken for many reasons, first of all it's a psychic type having no proper weaknesses, also the special stats were combined into one and mewtwo can take as much as he hits. He's also really fast and crit ratios were determined by speed. He also had a really good movepool. But this is gen 1 though. Hes still an uber today

The thing that nobody notices is that Arceus is immune to Literally ALL Pokemon moves. His shards make him immune to every move, but if he doesn't have his shards, he would be clapped easily by mega rayquaza. We have already seen him being immune to Dialga, Palkia and Giratina's attacks in his movie. But nobody notices this, his shards are overpowered, which makes him immune to every move, and is able to attack his own moves with 100% more compatibility. For example, If A Pokemon attacks Arceus with a dragon move, then Arceus will not be affected by it, because he already has shards of all types. But if he didn't had his dragon shard, he would've affected by the move

There is a difference between stats and stat-totals. In terms of stats, Mewtwo-Y is far worse than a regular Life Orb Mewtwo. Stat totals are abstract. The stat distribution is far more important.
